Does the graphics card really matter for design purposes? I am debating between the RX 590 vs RX 570. Im not sure if its worth the extra to pay. Im just doing graphic designs for signs and such. Please someone tell me ....

Photoshop is not GPU-intensive. The main thing is that the card works, supports the functions it needs to support (this can be found in system requirements), and has a reasonable amount of VRAM. Beyond that, no difference.

I would think the RX 570 would be fine for what you're doing, but someone with more hardware knowledge might differ.
