Guides when dragged appear as white dots

I can't find any reference to this online so maybe it's a feature I don't know how to turn off. But lately when I drag guides in PS they render as white dots (the are fine, and render as the usual cyan lines when I drop them on the canvas) - this makes it especially hard to place them when designing anything on a white canvas. Anyone know what's going on here?

Check the settings under Edit>Preferences>Guides, Grid & Slices (windows) or Photoshop>Preferences>Guides, Grid & Slices (mac)
