Halo tool stuck with -

For the last week or so, after I use the halo tool, I can't click away the halo by clicking elsewhere on the screen, as it  automatically puts the little - sign next to it. Like it would if I held down Option, but I'm not holding anything down. Any ideas how to get it to stop that? Thank you! It's driving me nuts!
