Hand cursor stuck on, regardless of tool selected in Photoshop 23.1.1 on macOS 12.1

Just updated to Photoshop 23.1.1 and I've two instances already today where the hand cursor gets stuck on. No amount of changing tools, unplugging keyboard, restarting Photoshop, unplugging Wacom tablet, etc. has any affect on the cursor. Outside of Photoshop, everything is working normally. This basically makes Photoshop literally and completely useless. I can't do anything. 🙎

try restarting Photoshop while holding down Command+Option+Shift (or Ctrl+Alt+Shift on PC) to clear the settings. Could be a miox of old settings and new that are making it get stuck.

And then restart your entire computer if that doesnt work on its own.

Having this same issue. Windows 10 enterprise 22H2. Nothing fixes it as it freezes all in Photoshop but nothing else in the system is affected beyond Photoshop. It does not come up in the task manager as having issues/not responding but it  can't be used. Doesn't matter if I have wacom connected or not. No shortcuts or gui tools can change it. I'm currently uninstalling Photoshop to restart and reinstall, but this is really troublesome for someone who needs to teach this technology to students.

Hello! I have the same issue, and it just started happening this past hour. I reset my tools on the tool bar, and then reset my preferences, to no avail. Is there another way to troubleshoot this?
