Question

Hand tool is always on in adobe photoshop

I try to use the crop tool, clone stamp, lasso tool but cannot use any of the tools as the hand tool is always on and won't leave and when i use the tools the mouse does noty change to the given tool but stays on hand tool and does not change. i have uninstalled and reinstalled to see if this helps but nothing is working.

Apart from the potential hardware issue NB__colourmanagement mentioned what have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
