Hand tool not working in Photoshop 2021

My hand tool does not work in Photoshop v.22.1.1. and older version. I'm a beginner in the digital world. I use Windows 10, 64 bits. I have updated the latest drivers of graphics processors. my GPUs: NVIDIA GrForce GTX 1050 ti and Intel (R) HD Graphics 630. I have also connected Wacom cintiq 16 to my computer, if that can be helpful. grateful for any help

I have a different digital drawing tablet on Windows 10, and it uses a set up similar to this. I see that Wacom has created steps for you to folow, as made videos fo what to do. That is at: https://www.wacom.com/en-us/getting-started/wacom-cintiq

I will say that mineworks in Photoshop, I don't think I have used it Illustrator yet but think it would. However, they don't generally work like a mouse would for Windows tasks, though.
