Hand wont move , cannot zoom, can't use mouse to zoom in out

I cannot use the hand to move my page around anymore. I also cannot use the mouse and I can only zoom in and out via the buttons on the top bar but cannot move the page to get where I need to be! If I make the page 150% half my art is cut off. I ccan't get in close to woro on my artwork. Illsutrator is working fine just not photoshop. It is up to date , I checked.

  What do I do? I vae tried restarting or creating new art on new pages.

 I am on mac catalina 10.15.7
