Have to restart my machine after Ps crashes (windows )

When Photoshop crashes, this is the first thing to do, try resetting your Photoshop preferences. Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) immediately after launching Photoshop. You will be prompted to delete the current settings. You can also reset preferences upon a quit if Photoshop is running by going into General Preferences>General>Reset on Quit.

We're going to need a lot more details to help assist.

Specific OS version, Photoshop version, RAM (installed and available), Graphics Card(s), HD space, etc.

When PS crashes, do you get a crash report? Have you sent it to Adobe previously?

I hope I provided info you needed (please excuse me but I suffere from a slight  being tech capped).

I have submitted a crash report but they don't always pop-up

You have two graphics cards installed. Photoshop can only utilize one. Here are directions on how to disable the lesser Intel UHD card:
