Having trouble with hand tool

but resetting preferences does not fix the issue for me.

I'm on PC, it happens with both mouse and tablet(Wacom Citiq).

I find this happening ONLY on recent versions. 21.1 or later.

It looks like using hand tool to make the screen slide causes the issue.

I mean, using hand tool like this.

I installed old version to avoid this issue for now.
