HDR panorama

I tried the new feature.  I have the following observations.

For photos taken with same ISO and aperture value but with different exposure time, the new feature can successfully merge all photos and stitch them into one HDR panoram.

However, when the photos are taken with same aperture but with different ISO (maybe with different exposure time as well), even the EV are different, i.e., -2, -1, 0, +1 and +2, the feature cannot merge the photos.

Is my understanding correct?  How to tackle the problem if I don’t want to manually amend the EXIF data to cheat the application?

Will adobe consider to issue new build to handle the problem?  Thanks!
