Healing Brush not able to the sample using Wacom Intuos Pro

Hello. I recently bought a new Wacom Intuos Pro since my old one broke. I've encountered an issue where I'm unable to click the sampled when using the Healing Brush or Clone Stamp tools. This notification keeps appearing even though I've clicked it (attached). When I'm using my mouse, it works. I also tried downgrading Photoshop to an older version, but I still haven't had any luck. I would appreciate any help.
