Please also verify that the language that you're using in your Operating System is "compatible" with your desidered language

It seems you have a photoshop subscription that give you the rights only for a Chinese simplified version of Photoshop...

If there was some installation error, and you have a regular subscription of phooshop, please unistall all using this tool:

Use the Creative Cloud Cleaner Tool to solve installation problems

Then reinstall photoshop with the right subscription details.
