HELP - could not open because there is not enough memory ram photoshop

Help, I don't know what else to do. Tried all possible solutions and it has not worked for me.
I want to do certain functions and I can't. The message is:
"could not open because there is not enough memory ram photoshop".
I have 16gb RAM and the latest Photoshop (23.0.2).
Increasing the ram in performance within Photoshop did not work nor did that solution of adding "OverridePhysicalMemoryMB".
I also reinstalled photoshop and the problem continues.
