Help needed selecting best program for editing

New to this! have a small business and need to find the best Adobe program to edit scanned images like jpegs, png, tif.

I just want to cut parts of images and place them together to create something different.

Can I do this with Photoshop or do I need another program? Just working off a desktop ans laptop.
