Help - Photoshop won't open files, also has no error prompts

Everytime I try to open a document in photoshop that I have saved in the cloud it does the little loading cursor, and says one of two things: "reading photoshop format" and acts like its loading, or it says "downloading document "_____" (name of the file), and also looks like its loading. It shows those pop ups very quickly on the first time clicking them, and then if you try again it just shows loading cursor.

I've tried doing research but everyone else has some sort of error prompt that helps them figure it out. I'm trying to get some late night assignments done before finals, please help!
