help please for complete uninstall of cloud

I want to remove cc17 and the latest lightroom and the cloud. the cloud app on my pc is corrupted and wont start I just get a wheel going round. this means I cannot

remove anything. I used the cloud uninstaller but that does not remove the cloud completely, if i uninstall cc from uninstall list but the whole folder is still in program files adobe.

I Want to revert to cc15 which, at least for me worked ok, I have to many issues with cc17 to keep it.

any advice will be appreciated.

    I have also tried this

    Solution 4: Reinstall the Creative Cloud desktop app

    If the above steps do not resolve the issue, reinstall the app (see Uninstall the Creative Cloud desktop app).

    Solution 5: Delete the contents of the OOBE folder and relaunch the Creative Cloud desktop app
