Help please - Shrinking an image in PS to a specific pixel size region

Question

Here it shows how on the TV center image you can see the whole image, but it is cut off on desktop and mobile and there is a smaller 1546 x 423 pixels visible area in a larger 2560 x 1440.

I am trying to shrink the image in PS so that the content is visible within the 1546 x 423 while keeping the whole image size (with the "no content" background) at the larger size of 2560 x 1440.

Note that the image below refers to a pixel size of 1546 x 243 - that's a typo - it's 423 not 243.

It your desktop display displays 2560x1440 pixels the display has a 16:9 Aspect Ratio. your TVs most likely also have a 16:9 aspect ratio a 1K TV 1080p display is 1920x1080 where a 4K display is 3840x2160 and a 720P display is 1280x720px. All have a 16:9 aspect ratio. Your 2560x1440 will interpolate resize perfectly to the other 16:9 aspect ration display sized. You mobile device in landscape orientations is You seem to be stating has a width of 1546 and a height of either 423 or 243. So you mobile device has as aspect ratio much wider than 16:9 you would need to resize you 2560x1440 to your mobile devices landscape height either 423 or 243 which ever the display has the resize image height will be full display height the width will have boarders on both sides. If you constrain the image height to 243 the resize image width will be 423. with large 561pixel borders on the left and right on your mobile device. because of its extra wide aspect ratio.
