Hit and Run. Please help deblurr picture to obtain license plate.

Question

Hello everyone. I'm a victim of a hit and run on 11/18/2016. It was night time and raining. I tried to take a picture of the responsible party as he was taking off on the wrong side of the street, but the picture came out blurry. I am not computer savvy enough and don't know what to do. Please help me clean up the picture to obtain the license plate. Thanks a million.

We get asked this question several times in an average year, and as they go, yours is one of the worst I can remember. In fact it was so bad with its obvious camera shake artefacts, I wondered if that might actually help by giving the shake reduction sharpening tool something to work with. I tried it several times with different parameters, and these are best four results. It almost spells the word POLICE except the last letter looks more like a C than an e.

From the resolution I am guessing this is a still from a smart phone camera, but if you have any other frames, upload them just in case. But as Chuck has said, there is very little chance of getting anything useful from such a blurred image.
