Holding shift while changing the scale of an image isn't working

Usually, when I hold shift while transforming an image, it keeps the scale locked while the size changes. This feature stopped working today. Is there something I could have unclicked to make this feature stop working?

Is the »Maintain aspect ratio«-button checked? 

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?
