Home Screen Not Loading and Unable to Create New Document

Question

Hello,Recently I've been unable to create a new document in PS. Previously when I opened PS I would get the home screen with all my recent files which is now gone, I get a blank screen instead. I've tried everything in Adobe's Guide Here and nothing is working. If I select "Use Legacy New Document Dialog" it does let me open but it still doesn't fix the home screen issue. A lot of people have been experience issues with the lastest Nvidia driver so I'm wondering if this is related?

So I have another update. Nothing was working so I not only uninstalled Photoshop but I also went through Windows deleting any file/folder associated with Photoshop CC.
Once done I tried to install the second most recent version (21.1.1) which still didn't work. I then rolled back to 21.0.3 which now works well like before.

I suspect it has something to do with Nvidia's latest drivers or a recent Windows update so I'll have to wait and see before updating again.
