hot keys/short cuts

I am trying to add hot keys, or short cuts. For example, I need F12 to preset to 400x375 and F7 to rotate 90* CW. Help is appreciated. Thanks!

You could record an action and then assign a function key like below for Image>Image Rotation>90* CW.
