How can I achieve this effect? Professional help needed!!

There's going to be multiple parts to this.  First, your original image capture and then post production.  Do you have an image you are currently working on?  If so, please share, which will allow people to offer specific suggestions.

Can you post an image of yours you want to edit thusly?

Can you be a little more descriptive of what effect you are looking for? Is it the color? Is it the sunburst? Is it the watercolor and line-type effect in the second photo? We'd love to help more if we have a little more information.
