how can i fill a path when tracing

Question

Hello everyone.I am trying to fill selected areas on a zip code map to easily ID what staff members cover what areas. The map is a PDF from Philadelphia PA (https://www.phila.gov/CityPlanning/resources/Maps/Zipcodes.pdf). So far I stroked a path around the areas but cant figure out how to fill them with a color. These filled / shaded areas WOULD change in the future so I would have to change what areas get shaded what color. Any Ideas?

Just another note, if you do use the pen tool and the fill as you're drawing the shape, the shape often obscures what you're trying to trace, so reduce the opacity of the new layer once you start drawing.

Are you using the pen tool using the shape option? You should be able to fill the shape and change it whenever you want.
