How can I apply the acrylic brush to the word "13" ?

    1. Use the Magic Wand tool to select the white background around 13.
    2. Go to Select > Inverse (Ctrl+Shift+I) to put the marching ants around the characters.
    3. Hit Backspace key to remove colors and reveal a transparent area.
    4. Use your custom pant brush to paint strokes in the empty selection.

    This crude impasto or thick paint effect was achieved with a custom brush and a custom pattern applied with varying flow and opacity values.  And finally, a Bevel and Emboss with Textures and Contours style was applied to the layer..
