Someone redacted the original information and there is nothing to retrieve. The pixels that were there before have been replaced by the pattern. There is nothing anyone can do to see what was there before.

"Mosaic" would be the word for the pattern covering the information. It replaces the information under it and since it is a single layer file there is nothing else to see.
