How do I add a rainbow 'filter' to a GIF (i.e color changing)?

I have recently been tasked with creating a rainbow Pokemon GIF but the most I can do is change the colour once. I tried looking online and did find some websites that added a rainbow filter : https://cdn.discordapp.com/attachments/399654990026899477/406751658807132160/Rainbow_Arceus.gif  - This link is a rainbow gif that I was able to make the color change but it's not as clean as I would like it to be and was wondering if anyone knew how to do this in photoshop or at least another software that could help in what I'm trying to accomplish. {This video shows a Pokemon GIF that I would like to be able to re-create (ignore that background, that was added afterwards but that rainbow effect is what I'm trying to achieve)}Gyazo - a7804d1c4f46dd6a373d9ac1fa78b4d9.gif

    It looks like you start with a very small image and resized it up in size too much the image became soft and staircaseing stepped in.  On top of that the image was on a white background that you deleted not well and left a white fringe which shows on your black background replacement. Start over with a higher resolution image.

    The other animation looks like two animations combined, One is the charter frame animation with a transparent background where the character was  black, white and gray in color. The second animation was created using tween that moved as spectrum gradient layer that is larger than then documents canvas then saves out as a animated gif. Then the gif was open in Photoshop so all the generated tween frames would be actual layers and could be dragged into the first animation and clipped to the layers of the first frame animation to color the white character animation with a multiply blending at a lowered opacity so the character black and gray would show through the rainbow color and darken the rainbow color. A new background  botton layer was added to show in all frames.

    So how do I create that second colour changing layer and how do I combine the two? If it's not too much trouble, could you give me a step by step guide on how to make the second animation? Cheers
