How do I carve an arc in a square?

Hi,

I can't quite figure out how to carve an arc out of a square. Looking at this image my initial thought was this is either a stroke around the circle or there's something new for me to learn. Any ideas on how to get this done without using a stroke?

    If this was done in Photoshop at all I would assume Vector Masks were the most prudent approach.

    If you prefer not to use Stroke or c.pfaffenbichler​'s Vector Mask solution (preferred), do this:

    Add a blank layer and use the Elliptical Marquee tool to create the inner circle of marching ants

    Choose Select > Modify > Border with a width of 16 px

    Then, Edit > Fill with white.
