How do I change a photo on a document I am working on? I keep getting it as a background layer instead of being able to change it

How do I change a photo on a document?  I keep making it a background layer instead of just changing it with another photo.

    If you want to unlock a background layer you can either double click the name background and rename it, or click the padlock on the layer. Is that what you are asking?
