How do I change the default length of a new layer in the video timeline?

I want to create an animatic but whenever I create a new layer to create a new frame it lasts about 5 seconds, causing me to readjust to about half a second everyt ime. Is there a way to change the default length?

If I can understand your question correctly then the answer is no. There isn't any option in Preferences if that's what you are looking for.
