How do I draw lines around a Circle, pointing away?

I'm creating a YT Channel Banner in Photoshop, and I have a logo that I wanna draw lines around, pointing away from the logo.
The logo is a circle, but I don't know how I would make the lines.
Can someone point me in the right direction, or straight up tell me how?
I wanna make something very similar to this.

Smart Objets, Smart Objects, Smart Objects … 

 

• Create one line that traverses the center or two opposing lines (as two Smart Object instances)

• Convert to Smart Object 

• Layer Via Copy 

• Transform 

• repeat the last two steps as necessary (or duplicate both instances etc.)

The advantage of the SO-approach is that the lines can easily be changed (see last screenshot). 

If you can definitely rule out such a need later on you could also just use a Shape Layer, transform it and Transform Again with copy (cmd-alt-shift-T) repeatedly.
