How do I emulate this art style with Photoshop?

Hi all-

I'm an amateur cartoonist and I found a cartoonist online who draws in a style I wish to emulate.

Below is an example of the person's work. I asked the artist about what tools they use, and they told me 100% of this is done in Photoshop.

What tools would I use to make the spray paint lines and to make such perfect colors? Also, can anyone suggest how one can make such clear, legible text?

Any advice would be appreciated. I've so far been frustrated that there's so little Photoshop cartooning advice.
