How do I fix this visual block artefact glitch in photoshop?

Question

It only happens in Photoshop, updating it doesn't fix it, updating creative cloud hasn't fixed it, updating  my graphics card hasn't fixed it. Disabling GPU acceleration kind of works, but I need to use scrubby zoom so I can't do that.

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
