How do I install my plugins from ps Elements into PS cc 2017 that I just setup?

I just decided to break down and subscribe to the Creative Cloud Photography Plan and installed Photoshop/Lightroom.  It looks good, but I  haven't been able to figure out how to copy over all my plugins from Elements to PS CC.  A direct copy from Elements to the POS CC Plugins folder does not work. After researching, I read that you have to load the plugins into the Shared Creative Cloud location.  That's fine, but where  is that folder and how do I get the plugins there so I can access them in PS CC.  I am mainly interested in my Topaz, Google, and ON1 plugins.  Any advice would be appreciated.

    What version of photoshop elements do you have?

    What operating system?

    The problem might be, especially if your on a windows machine, that your photoshop elements is 32 bit and if your windows is 64 bit, then photoshop cc is 64 bit and needs 64 bit plugins and that could be why none of the plugins worked when copied over from photoshop elements.
