How do I make a certain part of the image unaffected in an action?

I've seen a few actions in which it's asked that you create a new layer and paint over the part of the image you want to appear with a regular brush. I've been trying to make an action like this, but I have no idea of what I should be doing. Any idea?

    You need to remember the Actions are nothing be recorded Photoshop steps. Some van be interactive and some messages and menu steps can be in the mix.  You need to look at actions that way.  Look at what the action are doing and what Photoshop steps the action must be using.  The best way to learn what actions do. is to download and load  actions fully expand the actions in the actions palette. Read the steps user and settings used and single step through the action so you see each step execute one step at a time.

    Appear where.  You description is not understandable.  regulat brush what is that Photoshop has so mant brushes are some reuglar and other not.  I han no idea of what you want to do. Can you post the action the you see the does something like you want to do.  Have you read that actions steps to see how it works??

    Oh, I see. By regurlar brush I meant that he used a round hard brush to paint above the part of the image on the new layer. Yes,I've created a few actions before, but I had never seen anything like that.

    The examples I can find now are these videos

    Around 5:00, he paints the shape of the man in a new layer like I said and plays the action.

    I've also seen actions where the part painted is where the effect acts ( like in here Shatter Photoshop Effect Tutorial - YouTube )
