I have a cut out of an image that I want to overlay on to another photo.  How do I do that?

One way, open both images (they appear in separate tabs), then Windows > Arrange, select Two-up Vertical (or Horizontal), use the Move tool to drag one image on top of the other.

Derek, you have me on the right track and this works but I guess I still need to perfect my "cutout" photo.  I have cutout a drawing of a stick figure but now I need to remove the white background that moves along with it.  How do you do that?

Transparency is indicated in Photoshop with a checkerboard effect (note: JPGs can't be saved with a transparent background).

There are lots of methods of producing cutouts in Photoshop, the method you choose will depend on the kind of image and your skills.

It's recommended to use a non-destructive method such as Layer Masks (and also use Smart Images). It would be wise to get some training, there are some excellent online video tutorials on Lynda, com, you can get a 30-day free trial.

In general, though, it is prudent to work with Smart Objects (File > Place …) and Layer Masks/Vector Masks to maintain edibility without accumulating unnecessary image degradation.

Please post a screenshot of the images and explain your intentions.

There are several ways to clip and combine images in Photoshop, which one would likely best fit your needs is not clear yet.
