How do I resize the frames from Filter-Render-Frames?

You can adjust the size in the dialogue when you make the frame.

If you want to adjust after it is rendered then, before you use the filter, add an empty layer above your image, select the empty layer and use Filter Render - Picture Frame on that empty layer. You can then use all transformation tools that are available on other layers.
