How do i use the line tool to draw a circle around something...not a solid circle, but a line circle?

Don't forget to explore the Custom Shapes Tool. Lots of options available there, And you can add more from the gear icon.

Use the Ellipse tool

Set the Fill to none and the Stroke to whatever colour you want for the line.

I agree with Dave.

Also if you want a perfect circle, hold the shift key as you drag.

If you want to draw from the center hold alt.

If you want to draw it out from the center while containing it hold the alt/option and shift as you drag.
