How do you create a goal scored animation GIF?

Good day,

I am wanting to create both goals scored GIFs and match identity GIFs like the top football clubs use on their social media platforms (see the links I have attached to this posting). I know you can create animated GIFs through Photoshop but they have no real animations except based on the different photo layers you use.

Is there a way to create the same type of animated type GIFs in Photoshop? If there is, how is it done as I am a fairly new to the Adobe family.
