How get "libraries" to actually show up in Photoshop Window tab

I've just spent the last half hour wading through posts in different places talking about using "Libraries".  NONE of them told me HOW to get the "libraries" to show up in Photoshop...

As I understand it, "Libraries" is supposed to be a panel like Histogram or History or Info.  I got nothing...

How do I get this into Photoshop?
