How to add a still image as layer on a video file

Hi all and a big thanks in advance for taking the time to read my post and hopefully point me in right direction.

Here is what I want to achieve. I have some video footage and some still images. I want to add the still image with lowered opacity to the video clip so it becomes like a double exposure. Have never worked with video in PS before although have worked with various versions of PS with still images for years.

My questions:-

1. is PS the best tool for this? if not which tool to use. Am wary of learning how to use Premiere Pro just for what I assume will be a small project.

3. The technical side - how to overlay the still image layer over the top of a video file with multiple frames? My hope is that there might be a tutorial which might cover this. If not then would someone have some tips for me please?

Premiere is always better to use, but you can use PS. You just need to add a new video group to your project, then you can add the still photo to that group, so it can be seen at the same time as your main clip. You can then adjust the opacity on the still photo's layer.
