Photoshop doesn't run on a phone, or so we were told. Is that a screenshot of the Photoshop interface, are you viewing a tutorial, or are you running Photoshop for Web (beta)?

Hello!

Check the pixel size of the phone screen you want to emulate, create a document with the size of the screen you are using on this computer, and create a rectangular frame of the pixel size of the phone inside that document.

Save that doc on your hard drive and use it as your desktop, then resize the Photoshop interface so that it fits the frame.

you just resize the App Frame...
