The image seems a less than ideal fit for the task.

I recommend you

• put the persons onto a Layer of their own and clip them with a Layer Mask

• fill in the missing background and make it a Smart Object

• apply Gaussian Blur or Field Blur to that (and if necessary add noise)

You can apply soft light to a blur in at least two ways. I would make duplicate of your background layer to work on. After you make your selection, you can apply the blur you want, then either set the  layer's blend mode to soft light, or you can use Edit>Fade from the main menu and change the blend mode there to soft light. If you use Fade, you have to do that right after you apply the blur.

Depending upon the look you want, I think lighten blend mode would look better.

Background of what?

Is the background a Layer of its own?

Could you post a screenshot of the image in question (with pertinent Panels visible)?

I want to blur background of this image. keep these 3 ppl & blur their background.
