Could you please share the version of Photoshop & the operating system you are working on? Has this started since a recent update of Photoshop or Windows? Have you recently imported a large batch of presets in Photoshop?
What troubleshooting steps have you tried?
Photoshop's preset syncing relies on the Creative Cloud to some extent. Please try this
In the Creative Cloud app, press CTRL + ALT + T (Win) to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go.
Go to the location of the preference folder mentioned below and rename it to backup.

- Windows 10/11: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings
- Press the Windows > Enter 'Run' > Type %appdata%\Adobe
- Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2022 > Rename > Adobe Photoshop 2022. old)
- Now launch Creative Cloud & Photoshop via the Creative Cloud.
Photoshop will launch as if it has been installed newly. Enable the Preset Sync and wait for it to finish.
Delete or make changes to the presets while you have the sync enabled so that the recent changes sync to the cloud library.
