    If you have access to a copy of ImageReady 7 (and/or earlier probably) use the open command and all resolutions will be available. save as you wish.

    I use ZoomBrowser Ex to see the files and Save As them as JPegs.  Then I can tweak them as required in PS 2017.

    Simples!!

    A long while back I wrote up a post on how to use the Kodak PCD plug-in from an ancient version of Photoshop with even modern 32 bit releases.

    If you are on a Mac and have iPhoto, you can import the PCD files into iPhoto and then batch-export to JPG or TIFF.  iPhoto does a great job at this.
