How to create an action that is applied dynamically due to image dimensions?

I'm working on modelling diseases, and the only way I can comfortably get this done is through Illustrator/Photoshop. 

Edit is envelope distortion, gaussian blur and placing an eclipse with stylize feather. But the edit is required to be placed surrounding the origin which should be the center of the image.

How do I make it so I can batch edit a file of images, using the above edits, but the edits must be placed centrally. The problem being all the images are of different dimensions. If at all possible dynamic edits would also be amazing (so can do it per dimensions, and also increase due to early or late stages of diseases), though unnecessary as I could just go through and pick out the unacceptable images.

Is there anywhere I can go to learn this?
