PS doesn't allow to create arbitrary guides, but will snap to paths and selection edges as well of course it will auto-infer edges based on layer edges or features in the artwork. Plenty of alternatives to conventional guides if you put in the effort to create such custom layers. It's just a bit of extra work, but ultimately not m ore complicated than setting up a gigazillion guides.

Why do develop team not attempt to fix that?

Guides don't work this way. They are always contiguous lines. Whatever you have there is eitehr a doctored up image or just a display artifact due to the zoom factor.

As we know, the PS guide is infinitely stretched into two opposite directions, how do we cut it into a limited segment, so we could complete a layout more intuitively?
