How to do something similar like Pixaloop?

Pixaloop is an app on the iPhone which supports visualizing still images to moving images.

Does Photoshop has similar software features like Photoshop or does another Adobe software tool do?

    Hey guys, stop supporting copycats. Pixaloop is stealing code from <b>PLOTAVERSE</b> the original creators of the image animation app. It's unjust to see these BIG companies take advantage because they have money. #isupportplotaverse #deleteenlight #deletepixaloop

    Theoretically you can create a Cinemagraph.  Which is where part the image moves and the rest stays perfectly still.

    There are several ways that this can be done.  All you need to do is look up tutorials on YouTube.

    This was shown at MAX this year.  Sneak Peeks can sometimes take a couple of years to reach reality, and some never see a full release, but I have a feeling this won't be too far away.

    photoshop + after effects is what I use for photo animation.

    not Sure there’s a ‘one click does all‘ button with a Pixaloop type function

    Photoshop would not have such a feature the would be more likely founf in ans Adoble application like Adobe CC animate
