How to drag a selected area in two layers

I don't recall that it was ever possible to move parts of two separate layers at the same time. Your best bet would be to put the pixels into their own layers so that you can move multiple complete layers. I find it handy to organize related layers into folders.

if I understand you right - you select one layer in Layers panel and then a second layer also in the Layers panel? And with the Move-Tool you can now move the whole contents of both layers?

This is possible in all versions of PS that I know - also in PS CC2018

This is a user Forum, so you are not really addressing Adobe here, even though some Adobe employees thankfully have been dropping by.

Why don’t you simply split the Layers (with the Selection active use Layer > New > Layer Via Cut) into the parts you want to move independently from one another?

If I misunderstood your problem please post a meaningful description on this Forum.

I'm not sure exactly what the question is, but if you want to always move certain layers at the same time, you can link them using the link icon at the bottom of the Layers panel. That way you don't have to select each one individually every time.
