How do I flip a layer (horizontally or vertically) without flipping the whole image?

    Edit> Transform> Flip Horizontal

    When I do the above when I want to flip a base layer in my ad, I get this response: "Could not flip because the selected area is empty." But,

    I DO have the layer slected in the layers box! What do I need to do to get this to work?

    Go to Edit menu, which is next to the Image menu on the left and click trasform. That will modify the layer only and not the whole image/set of layers
