How to get rid of ghost border

Updated to 2021 and it was super laggy so I installed the earliest version Adobe allows and that is also now super laggy even though it wasn't before. Now I'm gettings these borders in the working window from the file I'm working on. It this simply a lag issue or something else? Is there anything I can do to prevent those?

Which version?

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

No.

After reverting back, Open CL was greyed out as well.
